This phenomenon is called "efflorescence", since the evaporated water travels through the tile with cement particles and in contact with CO2 produces new white crystals on the surface. Many solutions:
1: do not immerse the tiles in water (avoid cracks with slow and cold drying the first days, use fibers for concrete). WHERE
2: allow to dry COMPLETELY glued to a glass / mirror (6 to 15 days in water and 2 days in the sun)
In any case, do not touch or expose to the sun, earth, dust during drying and before a water-repellent treatment or better a hardener because cement is brittle and scratches easily.
Mixing latex in the colored layer (1 to 4 water) makes it more waterproof and reduces efflorescence.

What is it to wash the tile well with soapy water and if not with a 400 grit water sandpaper then 600 and if you want a better finish up to a 1000 sandpaper. I have always had inflorescences and I have eliminated them with curing and then with tile waterproofing. Tell me if you have already tried polishing with sandpaper. On the other hand, I don't know what concrete fibers are? Afterwards, mixing latex with the mixture is sometimes even done with vinyl glue, but I don't know if it alters the physical properties of the tile.
